São Paulo will launch guide to PPPs

Arup was chosen by the British Council as the implementing agent of São Paulo’s state government project to introduce a guide to PPPs.

The São Paulo state government was selected to receive resources from the Prosperity Fund, a UK programme aimed at contributing to the development of the economy in developing countries. The £216,000 prize will finance the development of the SP Infra project, a guide on the best international practices of hiring and managing large infrastructure projects, particularly through public-private partnerships (PPPs).

Based on the combined experiences of the UK and the State of São Paulo, the SP Infra guide will clarify fundamental technical aspects for the improvement of hiring for priority infrastructure projects within the private sector, including timeliness and convenience of provision of public services, maximising public assets, bid modelling, economic and financial balance of contracts, and institutional governance. The guide will be consolidated by Arup who was chosen by the British Consulate as the implementing agent of the project.

With transparency, control, and proper accountability in contracting, the ultimate goal is to provide efficiency and quality gains in the provision of public services to the population. The work results will be shared with other Brazilian states and the federal government at events and seminars.
