The Web-CNMP represents a significant advancement in the digitalisation of government services. Leveraging our expertise in digital solutions and acoustic consulting, the platform streamlines the construction noise management plan (CNMP) preparation and submission process, fostering more peaceful and sustainable urban environments.
Construction noise has long been a significant issue in Hong Kong. To ensure the construction works meet the relevant noise criteria, contractors and consultants are required to submit a CNMP for approval. The traditional process is manual and time-consuming.
The Web-CNMP addresses these challenges head on, transforming the assessment process into a fully digital, self-service workflow. A cloud-based platform utilising OpenGIS technology, the platform allows contractors and consultants to select predefined common machinery and equipment for specific sites. It automatically calculates noise levels for nearby buildings and links multiple projects to each assessment point, providing a comprehensive view of construction noise impacts. If the predicted noise levels exceed the noise criteria, the platform will recommend mitigation measures such as quieter alternative construction methods. Upon compliance, it will generate a complete set of CNMP for online submission.
This integrated approach significantly reduces the assessment timeframe from months to days while ensuring regulatory compliance and promoting quieter construction methods. The platform is now available on EPD’s centralised environmental database website for both public and private sector users. It also serves as a reliable construction activities database, facilitating future analysis for urban planning.
