Corridor 10 is a key axis in the Serbian road network regarded as “Category A” for environmental impact by the World Bank. The project area includes sections of the highway that pass close to settlements, river systems and environmentally-sensitive areas.
Arup was hired as the environmental management plan supervising consultant for this sensitive project. Our role included inspecting, monitoring and auditing the construction activities to ensure that environmental mitigation measures were properly implemented and that the negative environmental impacts of the project were minimised. Arup also advised the stakeholders on measures to strengthen environmental and social performance in complying with requirements. Similarly, we performed social audits and prepared impact evaluation reports in line with the adopted Resettlement Policy Framework and the World Bank performance requirements OP 4.12. Our reviews estimated the project’s impact on the local community, both during land acquisition and construction.
Corridor 10 is vital to the economic development of the Republic of Serbia, and ensuring that its environmental and social impacts were limited has been a key factor in the project’s development. This southern section of Corridor 10 runs to the borders with FYROM (Macedonia) and Bulgaria, making this highway system – which begins in Salzburg and Budapest – important not just to Serbia but to international European economic development. Its €1.3 billion budget came in part from loan agreements between the Republic of Serbia and the World Bank, the European Investment Bank, the European Bank for Reconstruction and Development and the Hellenic Plan for the Economic Reconstruction of the Balkans.
Environmental management services
Arup’s work consulting on and managing environmental and social risk for the Corridor 10 southern region in Serbia included strengthening of environmental management by reviewing the environmental management plans, preparing guides, providing environmental training and preparing an effective management system.
