Serbia’s Road Rehabilitation and Safety Project (RRSP) was a large, coordinated effort by International Financing Institutions (IFIs) to support the Republic of Serbia in the implementation of the National Road Network Rehabilitation Programme.

This multi-year programme improved conditions on the state road network by rehabilitating nearly 1,100 km of existing roads and by enhancing road safety conditions in. A team spread throughout Arup’s European offices provided project management, monitoring and coordination services. 

We performed road diagnostic surveys for 56 sections of road and prepared supporting reports to determine the exact condition of the road section and obtain necessary information for the preparation of Terms of Reference for the procurement of main design. We also prepared and updated procurement plans and schedules for procurement, as well as bidding/tender/contract documents for Works Contracts and associated consulting services, and monitored and evaluated the physical progress of the project’s implementation.  

This project helped foster a stronger relationship between Serbia and the World Bank, EBRD and EIB – the lenders on this development. It brought €400 million in investment to the Serbian road network, creating a safer transportation system with greater long-term integrity to the country’s infrastructure.
